As development actors increasingly turn to knowledge management and organizational learning to better guide decision- and policy making, it is critical to avoid a supply driven approach, which too often happens in the design of such systems.

To develop learning and knowledge management systems that can effectively solve target problems, Athena seeks to first understand in depth user needs, existing obstacles, and gaps. By mapping and engaging the universe of key stakeholders involved, we obtain a comprehensive overview of the various aspects of a complex ecosystem, upon which the learning and knowledge management system will be established. This allows us to design such systems around the core idea of user-friendliness, hence facilitating seamless integration of knowledge and learning into client operations.
