Rosie specialises in program evaluation, learning, knowledge management, and strategy development, especially regarding policy change and sector impact. She previously worked in the Evaluation, Research and Learning team of Water & Sanitation for the Urban Poor (WSUP) and as a consultant, working with clients including the World Bank and WaterAid.

Rosie holds a Master's degree in Conflict, Security, and Development from King's College London and a B.A. in History from the University of Oxford.
