Edward is a senior institutional development expert. He advises Athena on program evaluation, local government development, institutional development aspects, urban governance reform, training and capacity building.

Edward has than 30 years' experience in local government development and planning and implementation of large infrastructure investment programs. He has also worked on in project monitoring and evaluation, training and capacity building as well as environmental management. Additionally, he has been involved in training and research activities in the Netherlands.

Edward has led large urban infrastructure programs, served as the Program Director of the Center for the Urban Environment at Institute of Housing Studies, Rotterdam. He also managed the M.Sc Program in Urban Environment Management. In addition to this, he was a Member of the Steering Committee for the UN-Habitat Best Practices and Leadership Initiative and co-secretary to its Technical Advisory Committee. He associated in various capacities with Netherlands National Advisory Council for Development Co-operation, the United Nations and the Erasmus University. He has worked in South Asia, Maghreb, North, South and Eastern Africa and South Eastern Europe.
