Dr. Panwar’s specialization and interests include urban governance, public health, power sector, renewable energy and climate change, and electric mobility. He was a senior civil servant, an IAS (Indian Administrative Service) officer (1991) and has previously served as principal secretary to the Government of Uttarakhand, where he headed the departments of health, tourism, power, and home. Dr. Panwar has over 27 years’ experience in various capacities, ranging from district magistrate to commissioner and chairman of large public sector companies.
He has also worked with several multilateral organizations, including a stint at the World Bank in Washington, D.C. He most recently served as the director and CEO at the Centre of Good Governance and Public Policy in Uttarakhand. Since his voluntary retirement in 2017, Dr. Panwar has taken on the role of a mentor to start-ups and an advisor to corporates. He is also leading a major initiative to set up India’s first all-electric green transportation platform. Dr. Panwar holds a doctorate from Boston University in international public health and is a medical doctor by education. Dr. Panwar is currently pursuing his second Ph.D. in renewable energy.
