Assessing the outcomes of a matching grant facility in fostering MSME growth in Rwanda

Rwanda's Local Competitiveness Facility (LCF) is a matching grant facility fostering MSME growth and pro-poor economic development. This assignment includes an end-term evaluation for 3 LCF funding calls and a follow-up evaluation on the first call. The assessment focuses on the relevance, effectiveness, efficiency, and sustainability aspects of both the LCF mechanism and beneficiary MSMEs. Athena's analysis of the primary data collected on the beneficiary businesses feeds into recommendations on potential ways to improve expected outcomes in subsequent LCF funding calls.
