Strengthening Participatory Approaches in Urban Water Supply and Sewerage in Karnataka

The rising complexity of delivering basic civic amenities in the urban sector coupled with severe budget constraints and competing demands for scarce public resources has compelled local governments to look to innovative modes of financing and delivering public services in India. In recognition of this, attempts are being made through the Jawaharlal Nehru National Urban Renewal Mission, along with a host of other key central and state government schemes, to structurally transform the urban sector through greater devolution of powers and resources to ULBs.

Despite these measures, owing to the 'lack of ownership of the programme' among ULBs, the process of planning has remained non participatory in nature, with the ULBs playing a relatively insignificant role in the project design and delivery process.

This workshop is designed to create awareness among ULBs on their roles and responsibilities and promote greater participation by ULBs in sector planning, project identification and delivery process, in a critical sector such as water supply and sewerage.
