Helen V. Chou is the Director of People and Strategy at Athena Infonomics, and brings nearly 20 years of experience in public service and international development in the government, private, and non-profit sectors across Asia, the U.S., and Africa.
Helen served over 10 years in national and local government, including the Singapore Economic Development Board (EDB), where she co-led the International Organisations Programme Office, focusing on public-private partnerships, social finance, and non-profit management. She then joined the City of Houston as the Senior Manager of International Services at the Houston Public Library. She has advised and led operations of several non-profits and community boards. Her career began in financial services management consulting at Oliver Wyman.
Helen received her Bachelor's degree in Economics and East Asian Studies from Harvard University, and a dual-Master of International Affairs and Public Policy from Columbia University School of International and Public Affairs, and the National University of Singapore Lee Kuan Yew School of Public Policy.
