
Michael Minkoff is the Director of Artificial Intelligence and Digital Public Infrastructure Services at Athena Infonomics. His work lies at the intersection of emerging technology, sustainable development, and digital governance, shaped by a career spanning international development consulting, environmental and climate risk management, and political-economic decision-making.
Over the past several years, Michael has led a portfolio of projects advancing the adoption of innovative digital solutions to strengthen sustainability and governance outcomes. Earlier, he managed and delivered large-scale global programs, most notably as Senior Program Manager on multiple $35M+ USAID Mission support contracts. In this capacity, he led multi-country technical teams across Kenya, Tanzania, Guinea, Ghana, Egypt, Jordan, and Georgia, promoting sustainable development best practices.
Alongside his program leadership, Michael has overseen a wide range of donor-funded research and digital governance initiatives, guiding the development of research tools, workplans, and analytical frameworks while ensuring technical rigor, quality, and compliance with funder requirements. His work also spans qualitative research, sustainability impact assessment, climate risk and resilience analysis, and large-scale capacity building, including training hundreds of donor staff and implementing partners worldwide.
He holds a Master of Arts in Law and Diplomacy from the Fletcher School at Tufts University, specializing in international political economy, trade and commercial policy, and international environmental policy.
