Rahul Kumar is District Convergence Lead on the NITI RGH project at Athena Infonomics, based in Begusarai, Bihar. He brings over 8 years of experience in rural livelihoods, governance strengthening, capacity building, convergence, liaisoning, and community health and nutrition programmes in various districts of Bihar.

His work has included implementing the Satat Jeevkoparjan Yojna (SJY), a Bihar Government livelihoods programme, applying BRAC's Graduation Approach to support ultra-poor households, and He was engaged as a consultant working on strengthening local governance to impact health outcomes. His work included GPDP diversification aligned to the Healthy Village theme under LSDG, strengthening statutory bodies such as Standing Committees and Jan Arogya Samitis, and reviewing GPDPs and VPRPs to feed into state-level policy inputs.

He holds a PGDM in Development Management from the Development Management Institute, Patna, and a BBM from AN College, Patna.
