Raj Popat is a Principal Consultant of Global MERL practice at Athena Infonomics. He primarily leads design and delivery of mixed-methods research and evaluations for public policy domestically and internationally. He delivered mixed-method MERL services for multilateral and bilateral institutions, government departments, foundations and research bodies spanning evaluations, evidence synthesis, applied research, programme management and business development.

His work focuses on social development (education, health, gender), with additional experience in economic and urban development across the UK, India, broader South Asia, West and East Africa. Prior to joining Athena Infonomics, Raj was based in London a Senior MEL Consultant with Ecorys International Development, and previously worked with Steer Economic Development and 3ie.

He holds MSc in Development Studies from SOAS and a BSc in Economics from the University of Bristol.
